This provision (H.R. 5), in essence, implies our public lands have no intrinsic or economic value. This changes the way Congress calculates the cost of transferring public lands, applying zero economic value to public lands. This provision paves the way for our national parks, forests and wildlife refuges to be sold off to the highest bidder.
